Uttar Pradesh brings a new model of self-reliance in agriculture for farmers’ growth

On the fourth day of the Monsoon Session of the Uttar Pradesh Assembly, Chief Minister Yogi Adityanath presented the UP Vision Document 2047, outlining a comprehensive roadmap for agriculture and rural development. He recalled that before 2017, Uttar Pradesh was often counted among the backward states. However, in the last seven years, transparent policies and decisive governance have given the state a new direction.

From ‘Food Provider’ to ‘Food Powerhouse’:

The Chief Minister declared the goal of transforming Uttar Pradesh into a “Food Powerhouse.” Earlier, the state’s role in wheat, rice, and pulses was limited, but today UP contributes 21% of India’s total food grain production. It ranks first in wheat production, with significant expansion in pulses and oilseeds.

Record Cane Payments and Boost in Ethanol Production:

Highlighting the revival of the sugar industry, the CM said that mills once on the verge of closure are now thriving. Currently, 120 sugar mills are operational, with 105 ensuring timely payments to farmers. Since 2017, farmers have received cane payments worth ₹2.86 lakh crore. Ethanol production too has surged from 420 million liters to 1.77 billion liters.

UP Leading in Fruits and Vegetables:

The state has also taken the lead in horticulture and crop diversification. UP accounts for 40% of India’s potato output, while its share in banana and vegetable production stands at 19% each, making it a leader in agricultural diversity.

Export Promotion Board to Connect Farmers Globally:

To integrate farmers with global markets, an Export Promotion Board has been established. Direct Benefit Transfer (DBT) has ensured that over ₹1.34 lakh crore reached farmers for paddy and wheat procurement, while ₹458 crore has been paid for millet purchases.

New Facilities Empowering Farmers:

  1. PM-Kisan, ₹90,000 crore has been directly transferred to 2.86 crore farmers.
  2. Over 1 lakh solar pumps have been installed under the PM-KUSUM scheme.
  3. Eight years, 31 irrigation projects were completed, providing additional irrigation to 2.3 million hectares.
  4. The state’s first state-of-the-art seed park, spread across 1,000 acres, is being developed in memory of Chaudhary Charan Singh.
  5. 1.5 million private tube wells have been given free power connections.

Themes of Vision 2047:

  1. Agricultural Innovation – Focus on agri-education, sugar industry, irrigation, and water resources.
  2. Livestock Prosperity – Boosting dairy, animal husbandry, and fisheries development.

Rural Transformation through Welfare Schemes:

Food security initiatives, 150 million people receive free rations. The Pradhan Mantri Ujjwala Yojana has provided LPG connections to 18.6 million families. Schemes like Annapurna Bhavan are paving the way for self-reliant villages.

Energy Reforms Bringing Relief to Farmers:

The CM emphasized that UP is now the largest provider of electricity to farmers. Adequate and reliable power has reduced farming costs, improved productivity, and benefitted MSMEs, rural businesses, students, and small traders alike.
