MP Cabinet decisions including Kodo-Kutki procurement, Soybean price compensation, and pensioner inflation relief

The Madhya Pradesh Cabinet has approved several key proposals, including the first-ever procurement of Kodo and Kutki grains, the implementation of the Bhavantar Scheme for soybean farmers, execution of the “RAMP” program, approval of the “Silk Samriddhi” plan, and an increase in the dearness relief rate for pensioners.

First-Time Procurement of Kodo and Kutki:

The Cabinet has decided to procure Kodo and Kutki grains directly from farmers in the major producing districts for the first time. This move is expected to benefit a large number of tribal farmers.
The procurement will be carried out under the Rani Durgavati Shree Ann Promotion Scheme in districts including Jabalpur, Katni, Mandla, Dindori, Chhindwara, Shahdol, Anuppur, Umaria, Rewa, Sidhi, and Singrauli. Procurement from other districts will also be considered based on local demand.

The Shri Ann Federation (Shri Ann Consortium of Farmer Producer Company Ltd.) will handle the procurement of millets produced in the Kharif 2025 season at the following rates:

  1. Kutki: ₹3,500 per quintal
  2. Kodo: ₹2,500 per quintal

A total procurement target of approximately 30,000 metric tonnes has been set. To facilitate this, the Shri Ann Federation will receive an interest-free loan of ₹80 crore from the State Price Stabilization Fund. Additionally, farmers will receive a ₹1,000 per quintal incentive directly into their bank accounts through DBT (Direct Benefit Transfer).

Bhavantar Scheme for Soybean Farmers:

The Cabinet has approved the implementation of the Central Government’s Price Deficit Payment Scheme in Madhya Pradesh under the name Bhavantar Scheme for the Kharif year 2025.
Under this scheme, soybean sales will take place in the state’s notified mandis between October 24, 2025, and January 15, 2026. A model rate will be determined based on the 14-day average market price, and the difference between this rate and the Minimum Support Price (MSP) of ₹5,238 per quintal will be transferred directly to farmers’ bank accounts via DBT.

Silk Samriddhi Scheme Gets Approval:

To promote silk production in the state, the Cabinet has approved the Silk Samriddhi Yojana, to be implemented with a 25% state share under the Government of India’s Silk Samagra-2 program.

This scheme will support beneficiaries in 23 activities related to silk production.

  1. General category beneficiaries will receive 75% subsidy,
  2. Scheduled Caste and Scheduled Tribe beneficiaries will receive 90% subsidy.

The unit cost is fixed at ₹5 lakh:

  1. For General Category: Central Share ₹2.50 lakh, State Share ₹1.25 lakh, Beneficiary Share ₹1.25 lakh
  2. For SC/ST Category: Central Share ₹3.25 lakh, State Share ₹1.25 lakh, Beneficiary Share ₹0.50 lakh

The scheme aims to enhance the income and employment opportunities of silk farmers, promoting sustainable livelihoods.

Approval of RAMP Scheme:

The Cabinet also approved the implementation of the “Raising and Accelerating MSME Performance (RAMP)” scheme of the Ministry of Micro, Small and Medium Enterprises (MSME), Government of India.
For this initiative, a budget of ₹105.36 crore has been sanctioned for Madhya Pradesh, out of which ₹31.60 crore (30%) will be contributed as the state’s share.

Increase in Dearness Relief Rate for Pensioners:

In a move to support government pensioners and family pensioners, the Cabinet has approved an increase in the Dearness Relief (DR) rate.
Effective from September 1, 2025 (payable in October 2025):

  1. The 7th Pay Commission: Raised from 53% to 55%
  2. The 6th Pay Commission: Raised from 246% to 252%

This revision will place an additional financial burden of approximately ₹170 crore on the state exchequer. The decision has been taken in line with the Chhattisgarh Government’s circular dated August 25, 2025.
