The process of creating Farmer IDs (Kisan Identity Cards) has gathered pace in Bihar under the Agri Stack initiative. In view of the difficulties faced by farmers due to discrepancies in land records, the Revenue and Land Reforms Department has issued instructions for swift corrections through the Parimarjan Plus portal. The state government aims to issue Farmer IDs to 7.5 million farmers within the next month, ensuring uninterrupted access to benefits under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme.
To address issues arising during Farmer ID generation, the Revenue and Land Reforms Department has issued clear directions to all field officials. Farmers who have applied online for a Farmer ID through the Parimarjan Plus portal will have errors in their land records—such as mismatches in name, father’s name, land area, or other details—corrected on a priority basis.
Revenue Department Secretary Jai Singh stated that the Revenue and Agriculture Departments are working jointly to integrate land records with the agriculture database. He added that district magistrates have been instructed to guide circle officers to ensure speedy resolution of land record discrepancies through the Parimarjan Plus portal.
According to officials, a large number of applications were rejected due to mismatches in digitised jamabandi records and other land documents. Common issues included differences in applicant names, discrepancies in fathers’ names, and errors in land measurements. In some cases, serious inaccuracies in land records prevented farmer registration under the Agri Stack initiative.
A senior agriculture department official said that although many farmers have applied online for registration in the farmer registry, technical hurdles caused by land record mismatches delayed the process. These cases are now being resolved rapidly with the support of the Revenue Department. Farmers have been urged to complete online registration on time and ensure their documents are accurately updated.
Progress So Far: So far, around 2 million farmers in Bihar have been issued Farmer IDs under the Agri Stack initiative. Additionally, more than 450,000 farmers have completed e-KYC, enabling secure digital storage of their identity, address, and other essential details.
Special Camps at the Panchayat Level: The Agriculture Department is organising special camps at the panchayat level across districts to bring more farmers under the Agri Stack programme. Through this initiative, farmers receive a Farmer ID and their land records are digitally linked, allowing them to access various government schemes with ease.
Direct Link with PM-KISAN Scheme: Farmer ID creation under the Agri Stack programme is crucial, as all payments under the PM-KISAN scheme will be made only through registered Farmer IDs. The state government aims to issue IDs to 7.5 million farmers within the next month, ensuring timely financial assistance of ₹2,000 every four months and ₹6,000 annually to eligible beneficiaries.
