India strengthens seed sector with 2,996 climate-resilient crop varieties and digital traceability

India is taking significant steps to strengthen its seed sector by promoting climate-resilient crop varieties, expanding quality seed production, and modernizing the seed supply chain. The Government is implementing a series of initiatives to improve agricultural productivity, enhance climate resilience, and increase the global competitiveness of India's seed industry. The focus is on ensuring that farmers have timely access to high-quality seeds capable of withstanding drought, floods, salinity, heat stress, and other climate-related challenges while improving crop yields and farm incomes.

3,236 New Crop Varieties Developed Since 2014:

Between 2014 and 2025, the National Agricultural Research and Education System (NARES), led by the Indian Council of Agricultural Research (ICAR), State Agricultural Universities, and Central Agricultural Universities, developed and notified 3,236 new field crop varieties. Among these, 2,996 are climate-resilient varieties, including 587 varieties specifically designed to tolerate extreme climatic conditions:

  • 341 drought-tolerant varieties 
  • 89 flood-tolerant varieties 
  • 80 salinity-tolerant varieties 
  • 59 heat-tolerant varieties 
  • 18 cold-tolerant varieties 

These improved varieties are expected to help farmers adapt to changing weather patterns while maintaining stable crop productivity.

Research Covers All Major Crop Groups:

  • Cereals – 1,574 varieties 
  • Oilseeds – 444 varieties 
  • Pulses – 473 varieties 
  • Forage crops – 207 varieties 
  • Fibre crops – 408 varieties 
  • Sugarcane – 96 varieties 
  • Other crops – 34 varieties 

Most of these varieties have been developed with a strong emphasis on climate resilience, productivity, and improved crop performance under diverse agro-climatic conditions.

Quality Seed Production Network Continues to Expand:

To ensure the timely availability of improved seeds, the Government is strengthening the production and distribution of breeder, foundation, and certified seeds across the country. India currently has: 229 Seed Hubs, 384 Breeder Seed Production Centers. In addition, the National Seeds Corporation (NSC), State Seed Corporations, and several public and private organizations are playing a key role in multiplying and distributing quality seeds. Plant variety protection has also gained momentum. So far, 10,802 plant varieties covering 219 crop species have been registered under the Protection of Plant Varieties and Farmers' Rights (PPV&FR) Act, with 5,689 registrations completed between 2023 and 2026.

SATHI Portal to Digitally Track Seeds:

To improve transparency and seed quality assurance, the Government is rolling out the Seed Authentication, Traceability and Holistic Inventory (SATHI) Portal in a phased manner. The platform will provide end-to-end digital traceability covering seed production, certification, inventory management, storage, and distribution. This initiative is expected to curb the circulation of counterfeit and substandard seeds while strengthening farmer confidence in certified seed supplies.

178 Seed Testing Laboratories Ensure Quality Standards:

Quality assurance remains a major priority for the Government. Currently, 178 notified Seed Testing Laboratories (STLs) are operational across the country. Financial assistance is also being provided to modernize these laboratories and support International Seed Testing Association (ISTA) accreditation, helping align India's seed quality standards with internationally accepted benchmarks.

Seed Exports Continue to Grow:

India's seed exports have shown steady growth, reflecting the country's rising presence in the global seed market. 2024–25: 92.06 thousand metric tonnes valued at ₹2,323.39 crore, 2025–26: 123.82 thousand metric tonnes valued at ₹3,023.16 crore. The Government is further promoting seed exports by strengthening compliance with international quality standards and simplifying procedures for global trade.

Advanced Technologies Driving Future Crop Improvement:

India is increasingly adopting cutting-edge breeding technologies to accelerate the development of improved crop varieties.
