India and Russia’s long-standing and trusted partnership is set to grow stronger once again. During Russian President Vladimir Putin’s official visit to India on December 4–5, 2025, the two nations are holding their 23rd Annual Summit. On the sidelines of this summit, India’s Minister of Fisheries, Animal Husbandry & Dairying, Rajiv Ranjan Singh (Lalan Singh), held a key meeting with Russia’s Agriculture Minister, Oxana Lut.
Both sides agreed to expand bilateral trade in fish, dairy, meat, and other animal products. India exported marine products worth USD 7.45 billion in 2024–25, including USD 127 million to Russia. The Minister highlighted strong export potential for shrimp, mackerel, sardines, tuna, squid and crab in the Russian market.
Russia also expressed interest in increasing imports of Indian fisheries, meat, and dairy products. Discussions included the possibility of a joint technical project for trout farming and potential future joint ventures.
India appreciated Russia’s recent approval of 19 additional Indian fisheries units on the FSVPS platform, raising the total to 128. The Indian side urged Russia to expedite pending listings for buffalo meat, dairy, and poultry units.
Twelve Indian dairy processors, including AMUL, are still awaiting registration to begin exporting to Russia. India requested early clearance of these applications to strengthen dairy trade.
The meeting also focused on strengthening cooperation in deep-sea fishing vessels, Recirculating Aquaculture Systems (RAS), and Biofloc technologies. These innovations are expected to help Indian fishers improve productivity, adopt modern practices, and enhance export competitiveness.
India and Russia agreed to promote collaboration between universities, scientists, and research institutions. Joint training, exchange programmes, and research initiatives will support innovation across fisheries, animal husbandry, and dairy sectors.
At the conclusion of the meeting, India expressed confidence that the strengthened partnership will create new opportunities for farmers, livestock owners, and fishers, taking India–Russia agricultural cooperation to new heights.
