India’s cotton sector is poised for a significant transformation as the central government has approved a ₹5,659.22 crore Cotton Productivity Mission. The decision, cleared by the Union Cabinet under the Prime Minister’s leadership, is designed to enhance productivity, improve quality, and increase farmers’ incomes while strengthening the entire textile ecosystem.
Cotton cultivation supports millions of farmers across the country, yet the sector has long struggled with low productivity, heavy dependence on rainfall, pest attacks such as pink bollworm, climate risks, soil degradation, and limited access to quality inputs. The newly approved mission seeks to tackle these challenges through a structured and science-driven approach, ensuring both higher yields and better fibre quality.
A key component of the mission is a strong push towards research and innovation, with around ₹555 crore allocated for this purpose. The plan includes the development of 24 new high-yielding, climate-resilient, and pest-resistant cotton varieties and hybrids. Special emphasis will also be placed on improving fibre quality, including extra-long staple and indigenous cotton varieties.
Government will invest ₹3,804 crore to expand the adoption of advanced farming technologies. This includes promoting high-density planting systems, optimized spacing techniques, integrated crop management, and on-field demonstrations to help farmers adopt modern practices effectively.
In its initial phase, the mission will cover 140 districts across 14 cotton-growing states, spanning nearly 2.4 million hectares and directly benefiting around 3.2 million farmers. The government aims to increase cotton productivity from the current 440 kg lint per hectare to 755 kg by 2031, while boosting overall production to 49.8 million bales.

Addition, approvals related to cooperation with SCO member countries on safe agricultural trade, plant quarantine, and phytosanitary measures are set to enhance food security and reduce pest risks. This collaboration will also improve transparency and trust in international agricultural trade.
